I have spent a lot of time on this. I hope some one can help!

My environment,

BCM 2007 with Office Ultimate on Vista Ultimate.
Running BCM 2007 from SBS 2003 running full SQL 2005 from the SBS premium.
Running Microsoft Accounting Pro 2007.

This all works great from multiple workstations including XP pro and Vista.

Workstation in question had several issues so I decided to reformat.
Reinstalled everything but BCM will not start the Wizard when Outlook starts.

BCM is in listed in the Uninstall or change a program within control panel.
It's not under Outlook help, disabled items.
Does not show under trust Center in Outlook Add-ins

I tried reinstalling Accounting, Outlook, and BCM.
I tried to delete certain reg keys no help.
I tied creating a new outlook profile no help.
I tried adding a data file under my exchange profile for BCM but it says
"Business contact Manager failed to initialize the common Language Runtime
The system cannot find the file specified" (research show something up with
..net but it's installed with Vista).
I tried to change the permissions on the BCM folder to include Network
Service no help.
I tired several other things that I'm not sure or all of them but nothing
has helped.

I was able to successfully add a new install to another computer and all
went as expected. the wizard loaded and the shared database for BCM is in
Outlook with all the financial data from the accounting program.

I'm going to try and turn off user access control and see if it will install.

I'm frustrated, any help from someone smarter then me would be appreciated.
