Yes, copy the message stores (dbx files) to the other computer then import
them.

First locate the files. They are normally hidden so if you haven't already
make all files visible on your computer, open Windows Explorer.
Tools | Folder Options | Views tab.
Select "Show all files"
Uncheck "Hide file extensions for known file types"
Click APPLY then OK

Minimize Windows Explorer, you'll still need it.

From Outlook Express:
Tools | Options | Maintenance tab | Store Folders button
will show you where on your computer the dbx files are located.
Make a note of this folder and close OE.

Now, back to Winodws Explorer.
Navigate to the folder location from the Store Folders dialog.
The dbx files contain the mail.

On the newer computer, create a temporary folder such as C:\Mail

If you're networked, copy the DBX files to the folder you created on the
other computer.

If you need to burn them to CD, copy them from the CD rto the folder you
created on the other computer. Once copied, press CTRL A to highligh all
files. Now, right click on them and select Properties. If the READ ONLY
check box is checked, uncheck it. Click OK

Now, open OE on the other computer.
File | Import | Messages | Microsoft Outlook Express 6 | Import mail from an
OE6 store directory.
Press NEXT
Press BROWSE then navigate to the folder you created (C:\Mail in this
example).
Click on the folder to highlight it.
Press OK
Now finish up the import.

News messages are NOT imported.

For mail accounts, open OE on the old computer:
File | Accounts
Click on the Mail tab then click on a mail account and then click the Export
button. Do this for each mail account and also each news account.
This creates an .AIF file that contains the account information.
To get these accounts into OE, just use the same Tools | Accounts but this
time select Import

Windows Address Book
Open Address Book
Click on Help | About
This should show the location of the .WAB file used.
Copy it to the other computer.
To import it into OE:
File | Import | Address Book
then navigate to the location you saved the WAB file.

That's all there is to it.
