I am trying to create a custom form to be able to obtain general information
from some of my users. I am trying to create a drop down menu with a short
list of locations for the users to select. When I go into the properties of
the list box and select new put in the name and type = text format = text, I
then enter my possible values but the list type stays grayed out. How can I
fix this so that I can change it to a drop down menu.

I can't duplicate the problem here in Outlook 2003 SP3. Have you tried using the Advanced Properties dialog for the control to set the Style property?
