When I add new identities, I always want to use some specific rules. Every
time I have to make them all over again.
I want some utility thru which I can export the rules from one identity and
import into other

They are in the Registry. Export this key:

HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook
Express\5.0\Rules

Before merging it into a new Identity or new machine, edit the REG file with
WordPad and change the GUID to agree with where you want to Merge it.
