I can receive mail, but cannot send. I receive "The connection to the server
has failed" message. Socket error 10013, error Number ox800cccoe.Morri

We need to see the complete error message. Right-click on it,
copy, then paste it into a reply here.

I have a similar problem when sending mail to newsgroups, so here is mine:
Windows Mail could not post your message. Subject 'LOCI', Account:
'newsgroups.bellsouth.net', Server: 'newsgroups.bellsouth.net', Protocol:
NNTP, Server Response: '441 Posting Failed (Rejected by POST filter)', Port:
119, Secure(SSL): No, Server Error: 441, Error Number: 0x800CCCA9

Newsgroups aren't supposed to accept mail - only newsgroup posts.
Also, the POST filter checks what you try to send for certain problems,
such as pictures in a text-only newsgroup (most of those that don't have
..binaries. in the name).
Check your settings here:
http://my.att.net/newsgroup
The Windows Mail settings for newsgroups are hidden under instructions
for Internet Explorer; follow the part of the instructions for Outlook
Express, but under Windows Mail instead, and them follow the additional
instructions for Windows Mail at the bottom.

Sending a message to a newsgroup is called "posting", not
emailing.
Try this:
Tools, Options, Send, in the News Sending Format section be sure
that Plain Text is selected. Click on Plain Text Settings, select
Uuencode, OK. Try posting again.
