An Outlook 2003 SP2 client stopped receiving email yesterday; however, the
email is available on the WebAccess Account. We are running an exchange
server.
Also, down on the lower right hand side, where Outlook gives the status, ie.
'Connected', 'Offline', 'All folders are up to date' displays, "Waiting to
updates folders' for a longer than usual amount of time.
Even when I click on the 'Send/Receive' icon, the mailbox does not populate
with new emails. The status says, 'Waiting to update folders' then says "all
folder are up to date," but no new email appears. The exhange server has a
limit on the amount of space a user can have, but this user is way under his
limit.
I'm at a loss for how to help. Can you help?

So I google ost and I have taken him offline and put him back online, but
that didn't do anything either. Is that what you mean?

The ost-file is the local cache for when Cached Exchange Mode is enabled.
Rename this file to .old when Outlook is closed. When you now start Outlook,
it will rebuild automatically.
