PR_MESSAGE_DELIVERY_TIME property

A while back I posted about creating a Readme in a public folder and keeping
it at the top of the view by changing PR_MESSAGE_DELIVERY_TIME using
Outlookspy. I can't seem to perform this change anymore. With the message
selected I select IMessage, select the PR_MESSAGE_DELIVERY_TIME,
EditProperty, make a change, but the change is ignored. I've tried a
variety of changes small and large.

I am certain I was able to do this is the past, so I wonder if some Windows
Update since then might have disabled this.

Any ideas appreciated.

Can you edit any other properties (e.g. PR_SUBJECT)?
What kind of store does the message come from?

Yes, I modified the Subject of a plain Post item. I could not modify
PR_MESSAGE_DELIVERY_TIME

I created a simple Post item in a public folder.

PF store provider does not allow to modify the PR_MESSAGE_DELIVERY_TIME
property.
Does it work in the primary mailbox store?

Yes, it does work on mailboxes. That must be it. A while back when I first
tried this, it was on a shared mailbox (not my own) and not a public folder.
