Can pst files be locked so users cannot export the information? 2k exchange
server, office 2007.

What do you mean "locked"? Do you mean you want to disable the ability to
create PSTs or that you want to disable the ability to export?

I know you can disable the use of PSTs, but I don't know how to disable
exporting without uninstalling the exporters and importers.
