My hard drive failed before I could create a .pst. I have the backup
of the outlook program files on the original drive. I need to recover
the emails and folders that were there originally. Any suggestions?

If you didn't create a pst then you haven't GOT any emails to recover...

If you were using Outlook, you were using a PST file already. The program
files won't help you. If you can access the program files why can't you
access the data file?

The data is contained within the *.pst file(s), having a backup of Program
files is of no help
