Need a way to disable th "Edit Read Page" when designing a form in the
"message" tab, as well it is in the (P.x) tabs.

In Outlook 2003 or earlier, use the Form | Separate Read Page toggle. In Outlook 2007, you'll see a Separate Read Layout check box on the ribbon.
