I am using Norton antivirus. I have removed the program and tried sending
email and get the same message. How do I turn off the email scanning?

Charles. Please do not keep starting new threads. Use Reply Group, not New
Post.

How exactly did you remove Norton? I doubt you actually did. Outlook Express
does not like Norton at all. I would remove it completely and then install a
more compatible one.

To remove Norton completely:

Commonly used Symantec tools:

Using the Norton Removal Tool:

Removing NAV 2003 and earlier using Rnav2003.exe.

Symantec NIS, NAV and NSW 2004, 2005, 2006 removal

Symantec NIS, Norton Antispam, and NPF 2004, 2005, 2006 removal

I would suggest either Avast, (freeware), or NOD32, (not free).

In the case of Avast, choose Custom Installation and under Resident
Protection, uncheck: Internet Mail and Outlook/Exchange.

Avast:

NOD32:

I use Avast myself and it gets along fine with OE.
